Abstract
Groundwater has become an agenda item for the many social actors responsible for allocating water in relation to the commercial use of water for bottling. Different social perceptions can arise when scientific knowledge, land use needs, and legal implications intersect. Faced with a new groundwater use, conflicts can emerge between different users whose understandings of the sustainability of the resource diverge. A coalition of residents and farmers in Franklin, Quebec initiated a comprehensive legal assessment, during which the multitude of actors and knowledge became intertwined in a decision-making process in which science, society, and environment offered different perspectives. Ultimately, no reconciliation mechanism succeeded in bringing the residents and farmers closer to the promoters.
