持続可能な森林経営の実現には, 森林のもつ三つの経済的, 生態的, 社会的価値の維持・向上が必要であるという視点から, アルバータ州の北方林管理の実情を分析した。その結果, 州政府が短期的な経済的価値の追求に偏重する限り, それらの価値の維持・向上は困難であることが明らかになった。天然資源開発だけでなく, 先住民を含めた市民の生活の質にも便益をもたらす森林を管理するためには, 市民参加を通して, 一つの地域におけるすべてのステイクホルダーたちの便益と生態系の保全を考慮した, 統括的資源管理 (IRM) が必要であることが導かれた。さらに, IRMの実践例であるゾーニングと森林管理協議会 (FSC) の原則に基づく管理を比較した結果, 両者の違いは, 森林のもつ価値のバランスの取り方によるものであることがわかった。したがって, IRMの計画には, 森林のもつ三つの価値のバランスの取り方をステイクホルダーたちの間で話しあえる, 参加型で透明性のある意思決定の場をつくることが重要であると思われる。
