Remarques sur la correspondance prive de Philipp Cobenzl et Peter Herbert entre Vienne et Istanbul (1779-1792) David Do Pao 1 Au XVIIIe sicle, l'absolutisme est la concentration des pouvoirs entre les mains d'une seule autorit politique. L'histoire de sa construction est celle d'un conflit entre le prince et les corps constitus qu'ils soient villes, tats, glises ou congrgations 1 . Vu d'Allemagne, l'absolutisme recouvre une ralit multiple que le modle prussien ne saurait clipser ou puiser. En ce sens, l'historiographie autrichienne a longtemps mis en avant le josphisme comme un mouvement politique, social et intellectuel supportant la modernisation de la monarchie autrichienne. Les rformes du rgne personnel de Joseph II (1780-90) ne sont que la concentration accentue du pouvoir monarchique et la rationalisation du mode de gouvernement entreprises la suite de la Guerre de succession d'Autriche. Elles sont le fait non seulement du souverain, mais aussi d'une gnration ministrielle, issue d'une aristocratie relativement rcente, parfois reconvertie au catholicisme, organise en clientle et sapant, au profit de ses intrts personnels, les privilges de l'ancienne lite politique. Les Kaunitz, Zinzendorf ou Orsini-Rosenberg en seraient les principaux patrons 2 .
