Abstract This paper addresses concerns that stem from the shift toward third way politics by governments in the name of fostering community development and social capital. In this context, voluntarism is something of a double‐edged sword for recreation and leisure studies. The volunteer plays a critical role in community recreation, but may also serve to sanction government abdication of responsibility for equitable and sustainable developments in aspects of community life, including recreation. It is suggested that both citizen and government action is necessary to encourage equality and flourishing of the community as a whole in recreation and leisure. Résumé Sous prétexte de promouvoir le développement communautaire et le capital social, plusieurs gouvernements augmentent la décentralisation de leurs systèmes administratifs, et suggèrent que ces services sont essentiellement une responsabilité locale. Dans ce contexte, ce décalage vers le troisième type de politique semble favoriser le bénévolat. Mais le bénévolat dans un contexte d'études en loisir pourrait être décrit comme une épée à deux tranchants. Il est vrai que le bénévolat joue un rôle critique dans la récréation communautaire, mais ce rôle peut également servir à sanctionner l'abdication des gouvernements de leurs responsabilités communautaires, y compris les services de loisir. On suggère que le citoyen et un gouvernement responsable sont nécessaires pour encourager l'égalité et l'épanouissement des services communautaires et de loisir.
