Résumé Le Programme d’action de Beijing a constitué un tournant sur le plan conceptuel : alors qu’on se contentait jusqu’alors de réfléchir à la condition féminine et de stigmatiser l’inégalité entre les sexes, l’accent est mis désormais en priorité sur la réalisation de deux objectifs : « l’égalité des genres » et « l’autonomisation des femmes ». Le Programme d’action soulignait notamment la nécessité de disposer de données ventilées par sexe aux fins de planification et d’évaluation. Le présent document s’efforce de cerner le concept d’autonomisation des femmes en tant que processus complexe permettant aux femmes d’acquérir des capacités essentielles, de jouir de garanties juridiques, et de participer aux manifestations essentielles de la vie sociale, économique, politique et culturelle, et propose un ensemble d’indicateurs de mesure pertinents. Bien qu’il soit difficile de mesurer « la participation et les droits dans le domaine culturel », nous estimons que les indicateurs d’égalité des genres devraient intégrer la question importante de l’accès et de la participation des femmes aux institutions culturelles et à la prise de décisions dans ce domaine.
