L’action publique et collective urbaine est confrontée à une double injonction contradictoire : elle doit garantir l’accès à la mobilité pour tous, tout en cherchant dans le même temps à réduire les mobilités individuelles motorisées. Constatant une pluralisation des systèmes d’acteur chargés des mobilités quotidiennes, cet article s’intéresse à la manière dont de nouveaux services à la mobilité renouvellent la prise en compte des inégalités d’accès à la mobilité, par rapport aux politiques de transport. Au sein d’une unité politique - la Communauté Urbaine de Lyon, on analyse les aides à la mobilité et les plans de déplacement inter-entreprises qui visent à améliorer l’accès à la mobilité, et la dimension sociale de la politique de transport. Depuis le milieu des années 1990 et surtout 2000, des acteurs extérieurs au champ des transports adoptent des « enjeux orphelins » (Gauthier et Paulhiac, 2008) des politiques de transport et de déplacement, toujours fidèles au droit au transport laissant ainsi jouer la « transmission patrimoniale » (Scherrer, 1999). Ces nouveaux dispositifs d’action, fortement territorialisés, voire individualisés, ont cependant un impact limité sur la réduction des inégalités d’accès à la mobilité. Tout comme les politiques de transport, ils sont également de plus en plus soumis à une injonction à une mobilité durable, dans la définition des stratégies et des plans d’action. Face aux enjeux d’attractivité économiques et environnementaux, la dimension sociale de la mobilité semble oubliée du développement urbain durable.
