La standardisation et les mécanismes du transfert transnational

Abstract
Résumé L’étude du transfert transnational des pratiques et des institutions porte généralement sur les étapes intermédiaires et finales d’un processus dont les phases initiales sont rarement examinées. À l’inverse, dans cet article nous nous concentrons sur les premières étapes d’une trajectoire de transfert conceptualisée en tant que processus de conversion des idées et des pratiques locales en « modèles standard ». Nous appelons ce processus la « standardisation ». En nous inspirant des recherches sur les politiques publiques et les mouvements sociaux, nous identifions trois mécanismes au cœur de cette standardisation – la certification, la dé-contextualisation et le cadrage – puis nous appliquons ce cadre théorique à deux cas : la diffusion transnationale des commissions de vérité et de réconciliation (CVR) et l’utilisation croissante des transferts monétaires conditionnels (TMC) comme instruments de politique sociale. Il nous est ainsi apparu que les acteurs qui déterminent le contenu de ces standards ne sont ni leurs précurseurs, ni leurs premiers adhérents, mais bien des entrepreneurs politiques intermédiaires situés au carrefour d’un ensemble complexe de réseaux à la fois étatiques et non étatiques.
