Abstract
Cet article passe en revue le processus de nationalisation ainsi que certaines des mesures récentes prises en faveur de la dénationalisation dans le cadre institutionnel canadien caractéristique. Avant la Première Guerre mondiale, l’Ontario, province centrale la plus riche et la plus industrialisée, a créé un système public dynamique de production et de distribution d’électricité. Jusqu’après la Seconde Guerre mondiale, la plupart des provinces développèrent des variantes du modèle de contrôle afin de gérer les monopoles privés. C’était l’époque où les nationalisations étaient très répandues au niveau provincial, ce qui contribuera à créer un modèle presque universel d’entreprises publiques d’électricité. C’est tout récemment qu’a débuté, dans deux provinces, le processus de démantèlement des monopoles d’État. L’une d’elles comptait le moins d’entreprises publiques, quant à l’autre, elle fut le “berceau” du concept de “ provincial hydro ”. Ce récit de l’essor et du déclin partiel du secteur énergétique nationalisé au Canada apportera quelques explications, avec une connotation historique, de ces modèles et hasardera quelques prédictions quant aux résultats probables.
