Abstract
Résumé ** : La reconnaissance progressive acquise au cours des années 1970 et 1980 par le tiers secteur associatif oeuvrant en santé et services sociaux au Québec ne peut être dissociée, d’une part, d’une prise de conscience par les acteurs politiques et administratifs, des limites du providentialisme et, d’autre part, des luttes menées par les acteurs de ce tiers secteur pour imposer leurs principes d’action au sein du système sociosanitaire. Cette reconnaissance s’est cristallisée autour d’une structure institutionnelle particulière: le Programme de soutien aux organismes communautaires (PSOC), un programme de financement permettant aux associations d’obtenir des subventions sur la base d’un financement pour leur mission globale. Les modalités originales de ce programme ont ainsi permis l’articulation, au sein du système sociosanitaire québécois, de modes de coordination axés sur le principe de l’efficacité technocratique avec d’autres principes tels la réciprocité, la participation et l’innovation. Cet agencement de différents modes de coordination et des dispositifs institutionnels qui le soutiennent constituent un élément important de l’originalité du modèle québécois de développement social en Amérique du Nord .
