Se gouverner sans État ni territoire ? Le cas des Acadiens du Nouveau-Brunswick

Abstract
Cet article examine le processus historique de la structuration de l’organisation sociopolitique des Acadiens du Nouveau-Brunswick (Canada), une minorité nationale sans gouvernement ni territoire propre. Ne pouvant s’appuyer sur les mécanismes traditionnels de régulation politique, ce groupe minoritaire s’appuie principalement sur un réseau d’organismes et d’associations pour exercer sa gouvernance, c’est-à-dire une capacité d’agir sur lui-même. Nous tracerons l’historique de la construction et de la reconfiguration de ce réseau qui s’est amorcé vers la fin du 19e siècle. Nous discutons en quoi cette organisation sociopolitique a permis à cette minorité linguistique d’acquérir le pouvoir d’influencer les programmes politiques qui ont une incidence sur ses conditions d’existence, ainsi qu’assurer une régulation interne du groupe. Nous soutiendrons qu’il s’opère ainsi une double dynamique de structuration du pouvoir.
