본 논문의 목적은 선거 홍보비 지출이 투표결과에 미치는 효과를 실증 적으로 추정하는 데 있다. 실증분석을 위해 1992년~2001년 영국의 총선 거 결과에 대한 자료가 사용되었다. 우선 선거 홍보비 지출이 선거결과에 미치는 효과를 실증적으로 추정하였다. 둘째, 선거에서 후보자들은 자신들 의 자질을 유권자들에게 어떻게 신호로 보내는 지를 분석하였다. 일반적으 로 후보자들은 자신들의 자질을 신호로 보내기 위하여 자신이 지역구의 현직 의원(incumbent status)임을 강조한다. 따라서 후보자의 자질은 현 직 보유 여부에 의해서 유권자들에게 전달된다. 마지막으로, 후보자의‘자 질신호’(quality signaling) 효과를 실증적으로 추정하기 위하여 현직 보 유 여부를 새로운 변수로 사용하였다. 특히 본 논문은 선거홍보비 지출과 선거결과 간의 단순관계를 확장하고자 하였다. 이를 위해 후보자의 현직 보유 효과를 추가하였다. 영국의 경우 후보 자의 현직 보유는 지역구에서 후보자 자신이 현직 의원인 경우(‘후보자 개인 의 자질 효과’)와 후보자가 소속된 당이 현재 집권당인 경우(‘후보자 소속 당의 자질 효과’)로 나눌 수 있다. 실증분석 결과 영국의 유권자들은 두 거 대 정당인 노동당과 보수당의 후보자들에 대해서 후보자가 소속된 당이 가지 는 자질에 더 큰 영향을 받는 반면 소수당인 자유민주당의 경우 유권자들은 후보자들의 개인적 자질에 의해 더 큰 영향을 받는 것으로 나타났다.
