Cet article traite du rôle et de l’utilité des enquêtes de satisfaction pour évaluer et améliorer la qualité des services offerts à la population. Pour illustrer notre propos, nous nous intéressons tout particulièrement à l’expérience québécoise et présentons l’approche retenue pour mesurer et analyser la satisfaction des usagers dans le cadre d’une enquête réalisée en 2006-2007 auprès d’un peu plus de 38 000 répondants. Les résultats obtenus montrent le potentiel de ce type d’enquête à condition, notamment, de mesurer la satisfaction en fonction des attentes des usagers et de tenir compte de l’ensemble des dimensions qui contribuent à définir ce qu’est, de leur point de vue, un service de qualité. Nous portons une attention particulière à l’approche utilisée pour mesurer les attentes, puisqu’en relativisant leur importance en fonction d’un ensemble exhaustif d’items ou de critères de qualité, elle renforce le potentiel des données sur la satisfaction. Enfin, nous montrons comment les données peuvent être utilisées par les responsables des divers paliers décisionnels afin de contribuer au maintien et à l’amélioration de la qualité des services offerts à la population.
