Abstract
Résumé La Chine est la civilisation qui a survécu le plus longtemps dans l’histoire tout en étant encore là. Aujourd’hui, pour la première fois de son histoire, elle s’intègre au monde et à son économie, ce qui en inquiète plusieurs. La Chine semble économiquement irrésistible. Est-elle vraiment un acteur qui continuera à prendre plus de place? A-t-elle les ressources humaines et institutionnelles pour maintenir une croissance aussi spectaculaire? La mondialisation est-elle en train de générer des transferts de pouvoir considérables qui transformeront la civilisation occidentale? Nous tenterons de répondre à ces questions en présentant d’abord la Chine, son histoire et les mécanismes de son fonctionnement. Nous verrons ensuite la profonde transformation qui a été amorcée en prenant l’exemple d’une industrie traditionnelle en cours de rénovation. Nous nous intéresserons aux problèmes organisationnels que pose cette transformation et discuterons de la capacité des dirigeants chinois à maintenir ce rythme de développement. Nous évoquerons les problèmes qu’entraîne la complexité de ce vaste territoire et examinerons les ressources institutionnelles et gestionnaires dont disposent les Chinois pour construire leur destin. Finalement, nous reviendrons aux préoccupations des rapports internationaux.
