Cartographie hydrogéomorphologique : émergence d'utilisations règlementaires en France

Abstract
La cartographie hydrogéomorphologique est utilisée à plusieurs niveaux depuis plus d'une décennie en France, mais son utilisation demeure spatialement hétérogène. L'objectif de ce travail est de présenter la place qu'occupe la cartographie hydrogéomorphologique dans la réalisation de PPRI (Plan de Prévention des Risques d'Inondation). La méthodologie adoptée repose sur l'analyse de 282 rapports de PPRI répartis en France. En plus de l'utilisation de la cartographie hydrogéomorphologique, d'autres variables sont répertoriées et croisées au sein d'une AFCM (Analyse Factorielle des Correspondances Multiples) afin de faire émerger des logiques spatiales et temporelles. L'analyse des PPRI montre qu'il existe une véritable opposition entre des territoires qui n'emploient pas du tout la cartographie hydrogéomorphologique et d'autres territoires où la méthode est totalement institutionnalisée. À l'heure où la crue extrême de la "Directive Inondation" entraine des inquiétudes quant à son intégration dans des PPRI, la cartographie hydrogéomorphologique, notamment via la pratique de "l'aléa résiduel", peut constituer un modèle facilement reproductible.
