Toute controverse technologique est socialement et culturellement marquée. Son étude est essentielle car cette « crise de l’expertise » structure les communautés savantes en marquant le moment ou le scientifique est amené à se justifier, et ceci souvent face avec une communauté dite de profanes. En partant de l’exemple des controverses autour du complexe nucléaire de Sellafield, nous analysons la manière dont la controverse technologique constitue une fenêtre d’analyse sur l’expertise en matière de risques industriels. Puis considérant le fait technologique, cette étude définit comment les mutations provoquées par ces controverses matérialisent le passage d’un modèle technocratique accompagné d’un déficit informationnel chez les profanes, à un modèle plus nuancé dans lequel des profanes en sont venus à pénétrer la sphère des scientifiques et à s’approprier certaines des caractéristiques de leur expertise. Même si la maitrise du fait technique pur demeure l’apanage des spécialistes, les profanes tentent ici de légitimer leur propre discours, Nous démontrons que la distinction traditionnelle entre experts et profanes a été abolie au profit de la mise en place d’un continuum d’expertise du profane total au scientifique le plus spécialisé, gradation déterminée par le degré d’implication. La notion de monopole de l’expertise est ici remise en question alors que les profanes affirment de volonté de prendre part au débat, en dépit de son extrême technicité. Enfin, les controverses passées ont ainsi également permis une redéfinition du rôle du profane dans le processus décisionnel pour un Etat qui dorénavant favorise –en apparence du moins - la participation citoyenne.
