Abstract
Les risques littoraux suscitent des oppositions remarquables à bien des égards : au niveau de l’existence qu’on leur prête et de l’attention qu’on leur porte, à la façon que l’on a de les porter sur la place publique et enfin à leur inscription dans les modes de gestion et d’adaptation du territoire. Nous tentons de comprendre quelques facteurs pouvant expliquer le maintien d’une dissension à chacun de ces trois niveaux d’appréhension sociale des risques littoraux. Pour cela, nous nous appuyons sur une étude de cas, le littoral camarguais, qui fournit à la fois un « cas d’école » et une situation suffisamment commune pour que chacun perçoive aisément ce qu’il y a de général en lui. Notre propos consiste ici à développer des aspects moins fréquemment traités dans l’étude des perceptions sociales du risque et des actions publiques d’atténuation de la vulnérabilité sociale à ce type d’aléas. Il s’agit de compléter l’approche qui se limite à la sphère exclusivement centrée sur l’individu et ses représentations personnelles. On étudiera le contexte social et physique où s’insèrent ces représentations.
