Abstract
Auszug Der vorliegende Artikel analysiert Chinas Fortschritte bei der Errichtung eines nationalen Altersversicherungssystems, beschreibt das System eingehend und beurteilt, inwieweit es sein Hauptziel, mehr Menschen soziale Sicherheit zu gewähren, erreicht hat. Seit 1997 wurden viele Reformen eingeleitet, aber trotz Fortschritten ist der Geltungsbereich des Systems begrenzt, und der Deckungsgrad unter städtischen Arbeitnehmern liegt unter 50 Prozent. Die Landbevölkerung bleibt weitgehend außerhalb des Systems, und wahrscheinlich wird der Großteil der Bevölkerung noch viele Jahre von der Unterstützung durch Angehörige abhängen. Es besteht ein „demografisches Fenster“ bis etwa 2015, um diese Unzulänglichkeiten anzugehen. Die Ausweitung der Deckung durch eine bessere Einhaltung der Beitragspflicht durch Arbeitnehmer und Betriebe sowie das anhaltende finanzielle Engagement gegenüber der Nationalen Kasse für soziale Sicherheit sind entscheidend für die Errichtung der landesweiten finanziellen und institutionellen Basis, die die Folgen einer in den kommenden Jahren wesentlich älteren Bevölkerung abfedern kann.
