De nombreux serments politiques furent prononcés dans les îles Britanniques pendant la Révolution anglaise et suscitèrent des débats polémiques, à l’image du « Solemn League and Covenant » de septembre 1643, ou de la déclaration d’allégeance au régime républicain de 1650, nommée « Engagement ». Ces serments remettaient en cause le serment d’allégeance dû au roi, et les auteurs de pamphlets impliqués dans la controverse eurent souvent recours à la casuistique pour défendre leur point de vue. Le flou terminologique entourant ces serments est révélateur non seulement des divisions politiques qui affectèrent les îles Britanniques à cette époque mais aussi des nombreux revirements auxquels se livrèrent les partisans du roi et du Parlement. Cet article propose une typologie des serments politiques de la période révolutionnaire jusqu’à la mise en place de la République. Il s’intéresse en particulier aux serments qui furent prêtés par le camp parlementaire, à l’image de l’Accord du peuple serment-manifeste hybride adopté par les Niveleurs et par la frange radicale de l’Armée du Nouveau Modèle, brocardé dans une ordonnance parlementaire de décembre 1647 et condamné sans appel par les autorités du Commonwealth en mai 1649. Doit-on voir dans ce texte programmatique l’avatar démocratique du serment, par lequel s’exprimerait la voix d’un peuple malmené par la monarchie, puis par l’oligarchie républicaine, peuple ayant repris pleine possession de ses droits naturels ?
