Le présent article discute des modifications, proposées dans le Budget 2010, du régime d'imposition de la Prestation universelle pour la garde d'enfants (PUGE) versée aux parents seuls. Puisque les parents seuls paient des impôts légèrement plus élevés sur la PUGE, ils recevront la possibilité, suivant ce projet de loi, de réduire ce paiement en trop d'au plus 168 $ par année. Le gouvernement a proposé cette modification pour s'assurer que l'imposition de la PUGE n'influencera pas négativement les choix de garde des familles monoparentales par opposition aux familles avec deux parents. L'auteure conclut qu'en dépit de l'objectif avoué d'atteindre une imposition égale pour les familles monoparentales, cette proposition va vraiment creuser le fossé entre les sexes puisque les mères célibataires recevront le moins d'avantages de la «petite monnaie» versée grâce à cette réduction d'impôt. De plus, l'auteure soutient que le fait de dépenser cinq millions de dollars pour un changement qui ne fournira qu'une aide modique aux mères célibataires ne réussit qu'à détourner des fonds du gouvernement ailleurs qu'à la création de garderies à prix modique pour les parents à faible revenu. Elle propose donc que le gouvernement fédéral renonce à la PUGE et redirige son coût annuel—2,5 milliards de dollars—en investissements directs dans des garderies pour les familles monoparentales et les familles à faible revenu.
