Abstract
Le droit commercial international uniforme a connu, ces dernières années, une évolution empreinte de mûrissement et de consolidation. Cependant, il convient d'admettre que cette évolution a principalement eu pour effet de conférer au droit uniforme une effectivité qualifiable d'immédiate, c'est-à-dire une effectivité circonscrite à un rayon d'action proprement juridique à l'intérieur duquel on reconnaît les sources formelles du droit uniforme et ses intéressés classiques. Cette inclination est en soi irréprochable, mais elle laisse dans l'ombre la méta-effectivité du droit uniforme. La méta-effectivité repose sur la prémisse voulant que le droit uniforme est un tout soluble et éclaté qui influence une infinie variété de phénomènes lesquels, à leur tour, émettent vers lui des influences de toutes sortes. Cette zone interactive sans frontières peut donc être illustrée, potentiellement, par une foule d'exemples. En l'occurrence, c'est la relation prévalant entre le droit uniforme et le développement régional au Québec qui sera explorée. Cette exploration sera réalisée en abordant successivement les trois éléments principaux qui sont à la source de la méta-effectivité, soit l'innovation, la diffusion et l'aspiration.
