Abstract
One of the authors reviewed available literature and analyzed issues dealing with publishing in academia with limited resources (Snell et. al 1976, Snell et. al. 1994.) One of the problems or opportunities now associated with publishing in higher education is the cost. Numerous high quality journals have discovered that to survive with diminishing resources, they must ask the author or authors to help pay for the printing and distribution of the article. Funds from the authors can not alone support the publication. Because they are not mass marketed, do not have major advertisers or associations to support them, expenses must be shared with the writers.
