We present a Dalitz plot analysis of charmless ${B}^{\ifmmode\pm\else\textpm\fi{}}$ decays to the final state ${\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}{\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}{\ensuremath{\pi}}^{\ensuremath{\mp}}$ using a sample of $(465\ifmmode\pm\else\textpm\fi{}5)\ifmmode\times\else\texttimes\fi{}{10}^{6}$ $B\overline{B}$ pairs collected by the BABAR experiment at $\sqrt{s}=10.58\text{ }\text{ }\mathrm{GeV}$. We measure the branching fractions $\mathcal{B}({B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}{\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}{\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}{\ensuremath{\pi}}^{\ensuremath{\mp}})=(15.2\ifmmode\pm\else\textpm\fi{}0.6\ifmmode\pm\else\textpm\fi{}1.2\ifmmode\pm\else\textpm\fi{}0.4)\ifmmode\times\else\texttimes\fi{}{10}^{\ensuremath{-}6}$, $\mathcal{B}({B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}{\ensuremath{\rho}}^{0}(770){\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}})=(8.1\ifmmode\pm\else\textpm\fi{}0.7\ifmmode\pm\else\textpm\fi{}{1.2}_{\ensuremath{-}1.1}^{+0.4})\ifmmode\times\else\texttimes\fi{}{10}^{\ensuremath{-}6}$, $\mathcal{B}({B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}{f}_{2}(1270){\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}})=(1.57\ifmmode\pm\else\textpm\fi{}0.42\ifmmode\pm\else\textpm\fi{}{0.16}_{\ensuremath{-}0.19}^{+0.53})\ifmmode\times\else\texttimes\fi{}{10}^{\ensuremath{-}6}$, and $\mathcal{B}({B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}{\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}{\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}{\ensuremath{\pi}}^{\ensuremath{\mp}}\text{ }\mathrm{\text{nonresonant}})=(5.3\ifmmode\pm\else\textpm\fi{}0.7\ifmmode\pm\else\textpm\fi{}{0.6}_{\ensuremath{-}0.5}^{+1.1})\ifmmode\times\else\texttimes\fi{}{10}^{\ensuremath{-}6}$, where the uncertainties are statistical, systematic, and model-dependent, respectively. Measurements of branching fractions for the modes ${B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}{\ensuremath{\rho}}^{0}(1450){\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}$ and ${B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}{f}_{0}(1370){\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}$ are also presented. We observe no significant direct $CP$ asymmetries for the above modes, and there is no evidence for the decays ${B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}{f}_{0}(980){\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}$, ${B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}{\ensuremath{\chi}}_{c0}{\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}$, or ${B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}{\ensuremath{\chi}}_{c2}{\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}$.
