Abstract
De Nationale Drug Monitor brengt op objectieve en onafhankelijke manier in kaart wat er bekend is over het gebruik van drugs in Nederland vergeleken met het buitenland. Het ‘drugsdebat’ in binnen-en buitenland drijft vaak op overtuigingen en niet op feiten. De NDM is bedoeld om de feiten aan te dragen. Dezelfde tendens tot objectivering is te zien in het buitenland. Drug Monitors bestaan al in de Verenigde Staten, Canada en de Europese Unie. Nederland is met de NDM een van de eerste Europese landen die tot het systematisch verzamelen en presenteren van cijfers en feiten is overgegaan.Tot die feiten horen ook opmerkelijke ontwikkelingen in preventie, behandeling en drugcriminaliteit. De NDM blijft niet beperkt tot drugs. Ook alcohol, tabak en gokken krijgen de aandacht. De NDM is in 1999 opgericht.Aan de wieg stond het ministerie van VWS. Ook het ministerie van Justitie ondersteunt de NDM. De NDM steunt op de inbreng van vele deskundigen in het land. De NDM brengt elk jaar een reeks van publicaties uit. Centraal staat steeds het Jaarbericht. Dit boek is het Jaarbericht 2003, de vijfde in de reeks.
