Analisis Kelayakan Investasi Pembangkit Tenaga Listrik di Lampung oleh Pln Ditinjau dari Aspek Keuangan

ANALISIS KELAYAKAN INVESTASI PEMBANGKIT TENAGA LISTRIK DI LAMPUNG OLEH PLN DITINJAU DARI ASPEK KEUANGAN Citra Dilla Chairunnisa ABSTRAK Pertumbuhan perekonomian Indonesia yang disertai dengan pertumbuhan penduduk dan tentunya harus ditunjang dengan peningkatan infrastruktur. PT PLN (Persero) menyadari akan adanya peningkatan kebutuhan listrik di masa yang akan datang, terutama di wilayah Sumatera. Penelitian ini menganalisis kelayakan investasi dan resiko dari studi kelayakan aspek yaitu, aspek keuangan dan non keuangan seperti aspek teknis, aspek pasar, aspek manajemen, serta aspek sosial dan lingkungan. Lama perhitungan didasari oleh umur proyek yaitu 30 tahun. Hasil Analisis aspek non finansial menunjukkan bahwa kedua pembangkit layak untuk dilaksanakan. Hasil perhitungan capital budgeting yang dilakukan menghasilkan nilai NPV sebesar Rp 6,5 triliun untuk PLTU dan Rp 5 triliun untuk PLTP. Selain itu, hasil analisis sensitivitas menunjukkan bahwa kedua pembangkit layak dilaksanakan ketika terjadi hal-hal diluar dugaan, seperti adanya kenaikan biaya produksi dan penurunan kapasitas produksi. Berdasarkan analisis aspek-aspek tersebut, PLTU lebih layak untuk dilaksanakan. PLTU terbukti lebih ramah lingkungan karena sudah ada teknologi yang dapat menanggulangi dampak limbah hasil operasi pembangkit, dengan nilai NPV yang lebih besar dari PLTP, dan masa balik modal yang lebih cepat, selain itu PLTU juga memiliki biaya operasional yang lebih murah. PT PLN (Persero) aware of the increase in demand for electricity in the future, particularly in Sumatra. This study analyzes the feasibility of the investment and risks from the feasibility study aspect, specifically from financial and non-financial aspects financial and non-financial aspects such as technical aspects, market aspects, management aspects, and social and environmental aspects. The calculation is based on the 30 years long project life. The analysis results of non-financial aspects show that the two plants is feasible. Calculation results of capital budgeting showed NPV value of Rp 6,5 trillion for elecric steam power plants and Rp 5 trillion for geothermal power plants. In addition, the results of the sensitivity analysis showed that both plants feasible when things happen unexpected, such as the increase in production costs and a reduction in production capacity. Based on the analysis of these aspects, the electric steam power plant is more feasible. It proved to be more environmentally friendly as there is an existing technology that can cope with the impact of waste generation operating results, with greater NPV value than geothermal power plants, and a faster return on investment, furthermore the electric steam power plant also has a lower operating cost.
