Le Patrimoine immatériel en Belgique francophone : un modèle pour le Québec1

Abstract
Cet article rend compte d’une mission effectuée en 2006 par Bernard Genest (ministère de la Culture et des communications du Québec) et Jean Simard (Société québécoise d’ethnologie) en Belgique dans le but d’approfondir leur connaissance du patrimoine culturel immatériel. La Belgique, en effet, est l’un des premiers pays d’Europe à s’être doté d’un outil législatif (Décret relatif aux biens culturels mobiliers et au patrimoine immatériel de la Communauté française) et de programmes pour assurer la sauvegarde et la mise en valeur du patrimoine immatériel. La Belgique a aussi obtenu de l’Unesco la reconnaissance de deux manifestations à titre de chefs-d’oeuvre du patrimoine oral et immatériel de l’humanité, soit le Carnaval de Binche (2003) et les Géants et dragons processionnels (2005). De son côté le Québec poursuit une réflexion sur la notion de patrimoine immatériel et a entrepris un programme d’inventaire qui attire l’attention de plusieurs pays dans le monde. Tout en faisant constamment des liens avec le Québec, Genest expose en quoi l’expérience belge peut être inspirante pour les pays qui reconnaissent l’importance de leur héritage culturel immatériel comme vecteur de leur identité et de leur diversité.
