Abstract
Le Japon presente une caracteristique particulierement interessante. Il est le seul pays de culture non-occidentale parmi les sept plus riches du monde. En consequence, l'etude des aspects economico-sociaux du developement des technologies de l'information et de la communication (TIC) est particulierement revelatrice. Elle permet tout d'abord de constater que la dereglementation a la japonaise en matiere de telecommunications est plus strategiquement orchestree par les pouvoirs publics qu'elle ne l'est dans les pays occidentaux. Dans le cas du Japon, derriere l'emploi d'un concept commun aux autres pays les plus riches, se profile en fait une politique sans veritable rupture avec le passe. Au Japon, le concept de dereglementation va plutot de pair avec pragmatisme, alors qu'aux Etats-Unis, notamment, il va plutot de pair avec ideologie. Et puis, phenomene particulierement interessant, le developpement de l'inforoute au Japon commence en periode de mutation importante de la societe. Celle-ci remettant en cause au moins partiellement la solidarite a la japonaise, il est possible de poser comme hypothese que l'Internet va transformer la societe vers une moindre rigidite, et une plus grande decentralisation, suivant le paradigme du reseau. En tenant neanmoins compte du fait que la societe japonaise a toujours possede des reseaux d'information traditionnels fort efficaces, ce qui pourrait contribuer a freiner le developpement des applications des TIC.
