El presente reporte es resultado de un ejercicio de observacion e interpretacion que tiene por objeto describir lo relevante, desde nuestra perspectiva, de lo tratado en el XXI Congreso Mundial de Ciencia Politica –celebrado en Santiago de Chile del 12 al 16 de julio de 2009, con el tema Malestar global: dilemas de cambio –, organizado por la Asociacion Internacional de Ciencia Politica (IPSA, por sus siglas en ingles) con sede en Ottawa, Canada. De igual modo, trata de explicar como este encuentro de estudiosos interesados en la ciencia politica constituye una etapa historica del proceso de institucionalizacion, especializacion y profesionalizacion de la ciencia politica en el ambito mundial, aunque destaca mas, por razones entendibles, aspectos de la disciplina en la region latinoamericana. En este sentido, por los temas discutidos y por el conjunto de estudiosos convocados, es nuestro interes dar a conocer a un publico mas amplio los objetivos de la convocatoria, la dinamica, el contexto y los temas de debate en dicho congreso, asi como las posibles perspectivas de la ciencia politica en la actualidad
