Le Canada et les Amériques: La difficile construction d'une identité régionale

Abstract
Cet article examine la politique extérieure du Canada à l'égard du système interaméricain. S'inspirant de l'approche constructiviste, l'analyse explique comment l'identité hémisphérique du pays s'est progressivement transformée. La première section s'appuie sur une démarche historique pour donner une vue d'ensemble des relations entre le Canada et les Amériques au cours du 20ème siècle. La seconde partie montre ensuite comment, depuis l'adhésion du Canada à l'Organisation des États américains en 1990, la politique régionale du pays s'est surtout concentrée sur deux enjeux: la promotion de la démocratie et la libéralisation du commerce. Il ressort de notre étude que, malgré l'activisme dont le gouvernement a cherché à faire preuve au cours des années récentes, la politique du Canada face aux Amériques demeure confrontée à de persistantes interrogations.
