Abstract
The present work is the result of the first step of an extension project in interface with the survey, entitled Communication, education and social mobilization in the health area in the municipality of Uberaba /MG/Brasil . This project was carried out by four teachers and eight students of the course of Social Service at the Federal University of Triângulo Mineiro - UFTM, from november 2012 to December 2013. It was aimed at starting from the knowledge of health policy in Uberaba, perform activities of extension and research compromised with the realization of the right to health for all citizens. The implementation of the proposal was based on the methodology of action research. The research allowed us to identify the attitude of nanny State ahead of the public policies and the social rights.It was noted that the lack of investment in the area of health, both in infrastructure and human resources and actions to promote health and prevention of diseases. Such facts corroborate the perception of lack of healthcare service users about the health policy, the principles, objectives, and services provided by Unique Health System - SUS. In the same direction, it was found that the distancing or ignorance about the prospects of social participation and social control by the population. In the face of such occurrences the actions proposed by the extension project in interface with the research emphasized the communication and health and the popular education as a strategy for the empowerment of collective subjects.
