Abstract
Ce texte examine ce couple notionnel inhérent au fédéralisme de l’unité et de la diversité en considérant les cas du Canada et de l’Espagne. L’objectif est d’offrir une lecture des systèmes fédéraux canadien et espagnol dans leur approche politique et normative de la diversité territoriale et des revendications nationalistes qui en ont découlé. Le texte est divisé en trois sections principales. On discute d’abord des fondements normatifs du fédéralisme, en insistant sur leurs aspects dualistes, plus particulièrement l’unité et la diversité. Puis, on traite du cas canadien en analysant les normes, et rapports de pouvoir, sous-tendant les différents arrangements historiques d’accommodement de la société canadienne-française et du Québec. Enfin, un travail similaire est fait pour l’Espagne où les auteurs examinent l’approche historique et contemporaine de l’État espagnol vis-à-vis de la Catalogne et du Pays basque.
