Implementation ofanewelectricity trading arrangement isimminent intheUK.Itaimstoimprove powerindustry efficiency andeconomy, butits dynamic nature isalso associated withmoreun- certainties. Theflexible actransmission systems (FACTS) concept is particularly applicable toadynamically changing transmission system. Advantages ofFACTScould becompromised byinteractions ina transmission system, however, inparticular wheremultiple powerflow control devices areused. Thispaperaddresses thecoordination of powerflowcontrol inalarge powersystem, managing transmission constraints tomeetthesecurity standards against thebackground of this openmarket structure. Abstract: This paper reports thedevelopment ofanovel andeffec- tive approach inmulti-terminal dc(ac/MTDC) powersystem state esti- mation, called theimproved sequential method. Theproposed approach issequential innature inwhichtheMTDC system issolved, followed by theacsystem. Because thenewmethod decouples theacandMTDC sys- temswithout neglecting thecoupling submatrices inthegain matrix, it exhibits goodconvergence characteristics. Thevariables andmeasure- mentequations oftheMTDC system related totheproblem formulation arediscussed. Theeffectiveness oftheproposed algorithm isdemon- strated inthis paper withextensive testing inseveral test systems andthe results arecompared withother state estimators. Themainadvantage of themethod isthat theproposed algorithm canbeusedtoeasily adapt ex- isting state estimation algorithm tocater forMTDC. Abstract: Thispaper presents thedevelopment andapplication of ananalytic framework fortheformulation andevaluation ofcontrol performance criteria inloadfrequency control (LFC). Theframework isconstructed soastoexplicitly represent theuncertainty inthemea- sured variables inLFCandtousemetrics that aremeaningful forthe structure oftheproblem. Theframework makeseffective useofproba- bility andrandom processes concepts todevelop rather general criteria forLFCperformance assessment. Infact, theNERCcriteria CPS1and CPS2arespecial cases ofthecriteria oftheframework. Thepaper thus provides ananalytic rationale fortheNERCcontrol performance crite- ria. Analysis oftheCPS1andCPS2criteria showsthat, under condi- tions that aretypically ineffect inNorth American interconnections, thetwocriteria areredundant. Consequently, there isgoodanalytical basis fornotrequiring theapplication ofCPS2onceCPS1issatisfied. Numerical results withfour interconnections aregiven toillustrate the analytic results. Theaimisto classify correctly all single ormultiple contingencies that mayresult in loss ofvoltage orfrequency stability inthefirst 20sfollowing thelast disturbing action. Westart byselecting anumber ofstrategic monitor- ingbuses wherethephasor measurement units arelocated tocapture representative voltage magnitudes andangles duringdetailed time-domain simulations, whichcover special protection systems and on-load tapchangers. Theshort-time Fourier transform isthen dynami- cally applied totheresponses forextracting selected decision features asthesimulation timeevolves. Itisshownthat frequency-domain fea- tures suchasthepeakspectral density oftheangle, frequency, andtheir dotproduct evaluated overthegrid areas arereliable time-varying sta- bility indicators that canformthebasis ofanentirely secure classifica- tion system abletorespond within 2to3safter thelast event inthe contingency. Thisallows early termination ofabout 60%ofperma- nently stable simulations. Fuzzy logic andneural networks areusedto- gether tomakeinitial decisions, whicharethenmixedbyvoting in order toimprove theassessment reliability andsecurity attheexpense ofareduced yield. Theproposed DSAscheme issuccessfully tested with1027contingencies fromtwowidely differing test systems: a 67-bus fictitious system anda783-bus system inactual useatHy- dro-Quebec's operations planning department.
