Abstract
„Stephen, will Canada survive?“ Mit dieser Frage eines Freundes leitet Stephen Clarkson sein im Jahr 2002 erschienenes Buch „Uncle Sam and US“, das den Strukturwandel des kanadischen Staates und der politischen ökonomie im Gefolge von NAFTA sowie dem Paradigmenwechsel zum Postkeynesianismus tiefgründig und auf unterschiedlichen Politikebenen analysiert, ein. Seine Antwort ist skeptisch, kritisch und komplex. Der fundamentale Politikwechsel, der seit Mitte der 1980er Jahre zunächst unter Brian Mulroney und später unter Jean Chrétien vollzogen wurde, war demnach nachhaltig. Mehrere kritische Entscheidungen, deren wichtigste für Clarkson eindeutig das Freihandelsabkommen war, schließen bestimmte Handlungsoptionen, die in der Vergangenheit umgesetzt werden konnten, zukünftig aus – der kontingente Handlungsraum im kanadischen Föderalismus wurde insofern verkleinert. Die NAFTA erfüllt in Clarksons analytischem Zugriff die Funktion einer „supraconstitution“, die spezifische ökonomische Interessen begünstigt und das staatliche Repertoire an Policy- Instrumenten erheblich eingrenzt (Clarkson 2002: 54ff.). Nationale Politiken in der Form, wie sie in der Vergangenheit lanciert worden waren, werden unter der Bedingung einer kontinental integrierten ökonomie demnach nicht mehr möglich sein.
