Abstract
Les changements majeurs en territoire nordique et la nécessité d’adaptation aux changements climatiques des communautés cries obligent à mieux prendre en compte les incidences sur la santé posés par des projets de développement industriel et économique en Eeyou Istchee. Cet article présente le processus ayant mené à développer une Boîte à outils pour répondre à certaines des limites de l’évaluation environnementale (ÉE) quant à la prise en compte des changements climatiques et de la santé humaine. Après avoir posé le contexte des changements climatiques et des ÉE en territoire cri, il illustre un processus de travail encore peu usité dans les domaines de l’adaptation aux changements climatiques et de la santé, mené en collaboration avec les acteurs politico-administratifs autochtones. Il présente ensuite les outils qui en découlent, et qui ancrent l’adaptation non seulement dans le contexte environnemental propre de l’Eeyou Istchee, mais aussi dans un univers de possibilités et de contraintes concrètes et documentées (p. ex. : manque de temps, manque de ressources humaines, consultations encadrées). Enfin, le processus et sa résultante promeuvent une approche de prévention plutôt que de protection ou de réaction aux situations.
