Abstract
The new Board of Management, consists of 15 members, most of whom are nominated from the private sector by the provinces. This Board guides the CCRA's priorities and concerns. As a policy-making body, it has produced the CCRA Corporate Business Plan, and manages policies related to resources, services, property, personnel, and contracts. It will explore partnerships with the provinces to streamline tax and premium collection. Unlike Crown corporations, the Board is not involved in all the business activities of the CCRA. In particular, it has no authority to enforce the legislation. Board members will not have access to confidential taxpayer information. A Revenue Canada Deputy Minister is the CCRA's Commissioner. As the CCRA's equivalent of chief executive officer, he is responsible for day-to-day operations and is designated by the Minister to administer and enforce the legislation. The Commissioner is accountable to the Minister and the Board of Management for the daily management and direction of the CCRA, supervision of employees, and implementation of policies and budgets. He also reports annually to provincial/territorial ministers. The CCRA will continue to operate under the Minister of National Revenue who ensures that the CCRA acts within the overall government policy framework, deals fairly with its clients, and administers and enforces all legislation. The CCRA and the Minister continue to be accountable to Parliament. CCRA employees remain members of the Public Service of Canada.

Full frame machine prediction
Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. The Gemma side is a direct model label for every work in the frame, read from the title-only record. The Codex side is a classifier learned from the 10,348 direct Codex labels and calibrated to design-weighted sample rates; fields without enough sample support carry no Codex call. Candidate is the union of the two sides; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; a candidate call from one source (direct Gemma or distilled Codex), not a consensus.
