There are many restrictions in the use of high strength HSSs including yield strength and yield ratio in 600MPa steel. There are some recommendations that the yield strength and the yield ratio of HSSmembers need to be 360MPa and 80%, respectively in AISC and Canadian Codes. It is essential to understand the true buckling behaviors of HSSs using high strength steel at these limit states. Even though there aremany experimental data in the rectangular HSSs, but the circular ones are not enough for the high strength steel. The primary purpose of this paper is to understand the serviceability and failure mechanisms of 600MPa and 400MPa steels under the evaluation of the connection equations in terms of limit states based on the test results. The experimental works were performed with the variations of the slenderness ratio in the compression web members and eccentricity. As a result, the compression web member reaches the elastic buckling at the compressionmembers in high strength steel members and the inelastic buckling behaviors occurred in the low strength members. The maximumloading was not varied by the eccentricity, nevertheless the stress concentration was identified if the eccentricity was increased by the excess of the certain limitation.
