Xstrata Nickel operates the Deception Bay port, located in northern Quebec; it is the primary link for the import of mine consumables and export of nickel. Despite the thick land-fast ice, shipping continues year-round using icebreaking bulk carriers. The original wharf was built in 1971 and consisted of three cellular sheet pile structures. Inspections carried out in 2005 should that it was in the initial stage of collapse, requiring replacement. In order to complete the project in the available construction window, the wharf was constructed using concrete caissons slipformed in Atlantic Canada. Due to the risks associated with in-water towing of the caissons using tugs over the long exposed distance through the North Atlantic Ocean, a semi-submersible vessel was used to ferry the caissons to the Arctic. To float and load the 4,000 tonne caissons over the vessel, the caissons had to be relatively lightweight with low draft while ensuring adequate floating stability and structural capacity. Once onsite, the caissons were sunk onto a rock mattress in front of the existing facility and imported rock fill was placed using self-unloading vessels, burying the old sheet pile structure. Other key components of the port such as flexible concrete scour protection mats, concrete foundations, and steelwork were fabricated in the south and shipped by cargo vessel. The new facility was successfully constructed on time, under budget, in fewer than 100 days on-site, without any lost time incidents.
