Abstract
R&D spending is necessary for the creation of new technology, which in turn leads to greater productivity and the ability to be more competitive in a world market. This paper reviews the status of R&D tax incentives in several industrialized nations around the world. First, this paper discusses the current structure of the R&D tax incentive in the United States. Second, this note discusses the structure of R&D tax incentives in Japan, Canada, and the United Kingdom, in comparison with the United States. Finally, this note discusses and compares the weaknesses of the different R&D tax incentives. Particularly, this paper will use the strengths and weaknesses of the R&D tax incentives to determine how to create a well-built tax incentive.
