Abstract
Le Forum mondial sur la migration et le développement (FMMD) est une initiative récente de la communauté internationale visant à fournir un espace de dialogue, d'échange de bonnes pratiques et de coopération à l'ensemble des États membres des Nations unies.Basé sur une approche pratique et orientée vers l'action, il est conçu comme un processus informel, volontaire, non contraignant et mené par les gouvernements, ayant pour objectif de faire ressortir les bénéfices réciproques d'une approche conjointe des questions liées à la migration et au développement 1 . *Chercheur, EGMONT -Institut royal des relations internationales, programme "Sécurité et gouvernance mondiale".Cette intervention poursuit des travaux entamés dans MATSAS, Romeo, "The Global Forum on migration and development : a new path for global governance ?",Studia Diplomatica, vol.61, n° 2, 2008, dossier "Migration and development.Global governance", pp.7-25.Certains éléments de la présente intervention y trouvent de plus amples développements sans qu'il y soit systématiquement fait référence.Par ailleurs, nous n'aborderons pas ici le débat lié au "droit à la mobilité" en tant que tel, mais nous nous limiterons à des considérations de nature institutionnelle.De même, nous nous concentrerons sur les questions des migrations internationales, à l'exclusion des migrations internes et des mouvements de réfugiés, pour lesquels d'autres dispositions sont applicables.1.
