Abstract
In 1997, the European Union's Member States adopted the Treaty of Amsterdam.Aside from some slight changes in structure of the Union's governance, the Treaty of Amsterdam renumbered the articles of the Treaty of Rome.However, as the renumbering did not go into effect until 1999, virtually all regulations, decisions, and directives referred to in this paper use the original numbering system.To avoid confusion, the original numbering has been used throughout this paper; however, the reader should be aware of these changes.Below are the relevant articles of the Treaty of Rome mentioned in this paper, followed by their new numbers tinder the Treaty of Amsterdam.Please see the Treaty of Amsterdam for a comprehensive guide:Article 2 = 2,
