Abstract
Certains soutiennent que les délibérations portant sur les enjeux éthiques soulevés par les programmes de prévention et de promotion de la santé ne peuvent être laissées entre les mains des seuls experts, éthiciens ou professionnels de la santé publique. La participation du public apparaît alors comme une solution complémentaire constructive. Mais plusieurs questions se posent. Qu’entend-on par « public » et par « participation » ? Cette participation se résume-t-elle à maximiser l’utilité et l’efficacité des interventions en mobilisant un citoyen expert fort de l’expérience directe qu’il en a, ou va-t-elle jusqu’à l’implication directe du citoyen dans les délibérations éthiques ? Quelle est la position des principales théories éthiques sur la pertinence d’une telle implication du public ? Dans quelle mesure les concepts anthropologiques de moralité séculière et de moralité commune peuvent-ils donner une valeur à la moralité populaire ? Ce texte tente de baliser les réponses à ces questions en soutenant que la consultation publique est une condition nécessaire mais non suffisante pour garantir une pratique éthique.
