French Abstract: La presentation du Plan de developpement durable du Quebec et de l’Avant-projet de loi sur le developpement durable represente une etape importante de la strategie provinciale destinee a changer les facons de faire du gouvernement afin de mieux concilier les actions et les politiques publiques avec les imperatifs du developpement durable. L’auteure examine le programme du gouvernement du Quebec et les nouveaux regimes juridiques introduits par l’Avant-projet de loi sur le developpement durable. Cette reforme comporte un cadre et une procedure pour l’elaboration et le suivi d’une strategie gouvernementale destinee a la mise en œuvre du developpement durable, une verification des progres realises par un commissaire au developpement durable independant, l’introduction, dans la Charte des droits et libertes de la personne du Quebec, d’un nouveau droit de la personne a un environnement sain et respectueux de la biodiversite et, enfin, la creation d’un fonds vert. L’auteure propose une reflexion sur les principaux elements du debat entourant l’adoption de ces nouveaux regimes juridiques.English Abstract: The presentation of the Quebec Sustainable Development Plan and the draft bill on sustainable development represents an important step in the provincial strategy to change the manner in which government functions in order to better reconcile government action and politics with the imperatives of sustainable development. The author examines the program of the Quebec government and the new legal regime introduced by the draft bill on sustainable development. This reform includes a framework and procedure for the elaboration and monitoring of a government strategy designed to implement sustainable development, a verification procedure to follow the progress achieved by the creation of an independent sustainable development commissioner, the introduction, in the Quebec Charter of Human Rights and Freedoms, of a new human right to a healthy environment that is respectful of biodiversity, and, finally, the creation of a green fund. The author reflects on the principal elements of the debate surrounding the adoption of these legal regimes.
