Abstract
GİRİŞGünümüzde kentler hızla birbirlerine benzemekte ve özgünlüklerini yitirmektedirler.Kentlerin kendilerine özgü mekânlara sahip olabilmeleri hem tarihi ve kültürel değerlerini korumayı hem de özgün yeni değerler yaratmayı zorunlu kılmaktadır.Tarihi kentsel dokuların turizm eksenli gelişme stratejileri ile geliştirilmesi yaygın olarak benimsenmektedir.Diğer yandan tarihi çevrelerin gündelik yaşamın bir parçası olabildiği ölçüde korunabileceği ve sürdürülebileceği düşüncesi geniş kabul görmektedir (Newman, 2005; Türkün ve Ulusoy, 2006; Turgut ve Özden, 2005;Şen, 2006).Tarihi çevrede yaşayanlar ve bu çevreyi her gün kullanan kentli aynı zamanda tarihi dokunun korunmasında anahtar role sahiptir.Bu nedenle kentlerin tarihi ve kültürel kimliği açısından son derece önemli bu alanların dönüşümü ve halkın karar süreçlerine katılımı önemli bir tartışma konusudur (Townshend ve Pendlebury, 1999; Özdemir, 2010; Bahaire ve Eliot-White, 1999).Bu makalede, tarihi dokuda yer alan bir kamusal açık mekânın geliştirilmesi konusunda izlenen katılımcı deneyim ve katılım süreci çıktılarının senaryo çözümleme tekniği ile değerlendirilmesi irdelenmektedir.2011 yılında, Çanakkale Belediyesi kentsel sit alanında bulunan küçük bir meydanın fiziksel altyapısını yenilemeden önce bir çalışma yaptırmıştır.Çalışmada anıtsal ve sivil mimarlık örneklerinin bulunduğu "Zafer Meydanı ve çevresinin" tarihi dokunun sürdürülebilirliğinde nasıl bir rol üstlenmesi gerektiği araştırılmıştır.Bu satırların yazarı dile getirilen araştırma projesinin yürütücülüğünü üstlenmiş ve katılım sürecinde kolaylaştırıcı olarak rol almıştır (1).Bu yazıda, "Zafer Meydanı ve çevresinin yeni işlevi ne olmalıdır?"sorusu çerçevesinde geliştirilen katılım süreci irdelenmekte ve tartışılmaktadır.
