Abstract
Interstate 15 (I-15) is a major north-south route linking Canada, the United States and Mexico. Originally designed and built with a life expectancy of 20 years, I-15 had exceeded its life expectancy and had started to show signs of aging. Therefore, Utah Department of Transportation (UDOT) decided to replace 27 km of I-15 through Salt Lake County at an approximate cost of 1.6 billion dollars to meet current highway and seismic standards and community needs. The total reconstruction included raising embankment heights to meet profile and grade requirements and widening embankments to accommodate additional traffic lanes. The subsurface soils beneath the corridor consist of 500 m or more of clay, silt and sand lakebed deposits, with soft to medium stiff plastic clays, silts and loose to medium dense sands in the upper 25 m. The soft clays have low shear strengths and are highly compressible. These conditions, coupled with a shorter time to reconstruct while maintaining two lanes of traffic through the corridor at all times, created a unique challenge for the design-build team. Based on the preliminary information provided by UDOT, the successful design build team, Wasatch Constructors (joint venture between Kiewit Pacific, Granite Construction and Washington Construction, with Sverdrup/Deleuw as the design consultants) proposed different techniques to address the settlement and stability issues along the 27 km corridor, within the accelerated schedule. An extensive monitoring program was undertaken during the initial phase of the project. Details of the approaches proposed, techniques used and preliminary results of the monitoring efforts along with final design approach will be presented in this paper.
