The cluster concept has become very popular as a guiding principle for regional development policies. The objective of these policies is usually to support the local job market, and the way this is accomplished is by promoting industrial competitiveness and innovation in local firms. It is believed that policies based on the promotion of industrial clusters will achieve this. However, the formation of clusters requires certain conditions--not least of which are proximity between actors and a certain critical mass--that cannot be met in all regions. In some cases there is a cluster rhetoric that is not reflected in reality. In this article, we set out to examine how the cluster concept has been applied by regional policy makers in Quebec's coastal region. We examine whether certain basic preconditions of cluster formation are met, and whether any particular regional dynamism can be identified for the sectors targeted by this policy. We conclude that there may exist a maritime cluster in and around Rimouski (a regional hub) but that there is no evidence of cluster dynamics leading to regional growth throughout the area covered by the cluster policy. La reussite de certaines regions au plan economique a suscite un grand interet pour les gouvernements nationaux et locaux interesses a promouvoir et a encourager le developpement de leurs propres clusters. En effet, l'idee d'encourager deliberement le developpement de clusters a penetre les preoccupations politiques, de telle sorte que la notion de cluster a emerge en tant que composante majeure des strategies de developpement regional avec l'objectif d'accroitre la performance des economies urbaines et regionales par le renforcement de la competitivite des entreprises. Dans cet article, nous questionnons la portee et l'impact relatif de la politique des clusters en termes de croissance de l'emploi au sein des regions peripheriques. A partir de l'exemple de la politique de developpement du Quebec maritime auquel les decideurs politique ont deliberement mis en oe uvre et applique une politique de cluster dans le but enonce de favoriser et stimuler le secteur maritime, nous cherchons a repondre aux trois questions suivantes : 1. Quelles sont les conditions prealables a partir desquelles le cluster maritime s'est developpe? Dans quelle mesure la politique regionale a-t-elle joue un role dans la mise en oe uvre de ces conditions? 2. Quels arrangements institutionnels les decideurs politiques ont-ils mis en place pour soutenir le developpement du cluster maritime? 3. Quel est le lien entre la politique de developpement du cluster maritime et la croissance de l'emploi? Une question centrale sous-jacente a l'analyse concerne la pertinence d'appliquer le concept de cluster comme politique de developpement pour l'industrie maritime au sein des regions du Quebec maritime. Les conclusions de notre etude revelent que d'un point de vue theorique, il est difficile de croire qu'une politique de developpement basee sur les clusters qui, par definition, repose sur un degre de proximite entre les acteurs et sur plusieurs concepts associes aux economies d'agglomeration, puisse fonctionner dans une region couvrant une superficie plus grande que l'Angleterre mais avec seulement 1% de sa population. Les regions peu densement peuplees ne sont pas equipees pour offrir la frequence, le volume et la masse d'interactions requises entre les differents acteurs pour dynamiser le cluster, ou du moins le faire fonctionner. Malgre les tentatives des decideurs politiques d'etre inclusifs dans leur definition du cluster maritime quebecois, la localisation et la concentration actuelle de la majeure partie des elements les plus dynamiques du cluster sont situes a Rimouski et, plus generalement, dans le Bas Saint-Laurent. Parmi les trois regions administratives concernees, il s'agit de la meilleure localisation par rapport aux marches, par rapport a une grande ville et par rapport aux routes de transport. …
