カナダの紙パルプ産業は2005年~2009年にわたってカナダドル高による為替差損,北米の紙需要低下などから非常に苦しい状況に陥っていた。カナダ政府は危機的状況にある紙パルプ企業を救済,さらに環境エネルギー分野への転換を促進するために,2009年6月に投資助成プログラムPulp and Paper Green Transformation Program(GTP)を発表した。このプログラムではパルプ工場の黒液燃焼量1L当りC$0.16の助成を受けることができる。助成金総額はC$10億(約870億円)であり,カナダ国内24社38工場が対象である。大昭和丸紅インターナショナル社が所有するアルバータ州ピースリバー工場とブリティッシュコロンビア州カリブー工場もその対象となった。各社への助成条件として,1)エネルギー効率改善2)再生可能エネルギー増産3)環境に有益のいずれかに該当する設備投資への助成金使用が指示されており,当社はこのGTPによる助成金を活用して2012年から本格的に売電事業に参入することになった。本稿ではカナダの紙パルプ事情を踏まえ,GTP制度の概要ついて紹介すると共に,当社2工場の電力事情及び売電事業計画をあわせて述べる。
