インドとバングラデシュはインド領ファラッカ堰におけるガンジス河の水配分問題に関して, 長い間コンフリクトをくりひろげてきた. 当事者間のみでの交渉でコンフリクト状態が膠着した場合, Third Partyの介入によるコンフリクトの調整が有効な方策として考えられる. 本研究では, まず, ゲーム理論を基礎としたGMCR IIの枠組みでThird Partyの役割に関して分類と定義を行い, Third Partyによるコンフリクト・マネジメントへのアプローチを示す. そして, 本アプローチをインド・バングラデシュのコンフリクトに適用し, Third Partyの調整過程とその効果を分析する. 分析の結果, Third Partyの介入によりインド・バングラデシュ間に相互信頼が形成され, 現実のコンフリクトでは実現困難なコンフリクト改善状況が均衡解として実現され得ることが示される.
