Abstract
Les objectifs de cette évaluation consistent à informer les autorités du ministère du Développement économique, de l'Innovation et de l'Exportation (MDEIE) et la Direction de la valorisation et du transfert (DVT) au MDEIE, de la performance du CQRDA, par rapport à sa mission de centre de liaison et de transfert (CLT) confiée par le Ministère. Pour ce faire, il a été demandé d'apporter des éléments de réponse aux trois questions suivantes : 1. Les résultats attendus ont-ils été atteints ? 2. Le gouvernement devrait-il intervenir ? 3. L'intervention du gouvernement est-elle substituable ? Dans le but de répondre aux trois questions du mandat, les critères et les indicateurs développés ont été regroupés selon trois thèmes : la pertinence du CQRDA en qualité de CLT, son efficacité, et les impacts de ses activités auprès de sa clientèle et de ses chercheurs et experts associés. Par souci de transparence, la réalisation du mandat a été supervisée par un comité d'évaluation composé de huit personnes représentant le CQRDA (3) et le MDEIE (5). Le point de vue des organisations clientes du CQRDA, des chercheurs et des experts associés a été considéré par l'intermédiaire de deux sondages téléphoniques distincts
