The creation and continuous deepen ing of sustainab le developm ent thought m akes the princ ip le and parad igm of environm ental governance continuous evolution.Trad itional order-control style environm ental governance parad igm has defects,however,currently,new environm ental governm ent parad igm,as environm ental voluntary in itiatives,also has its lim itation because the imp lem entation of the environm ental governance depends on the voluntary behaviors of an enterprise and is not restricted by laws and is short of enforceab ility.The model country,Canada,wh ich has m ade great progress in environm ental governance,also has m any prob lem s and barriers in the process of the imp lem entation of environm ental voluntary in itiatives.Environm ental voluntary in itiatives do notm ean that the ob ligation of the enterprises to follow the environm ental laws shou ld be rem itted,but that the enterprises shou ld have agile and original m ethods based on current laws and regu lations in environm ental protection innovation,i,e.,the environm ental behaviors of an enterprise are expected to be better than the requ irem ent of the laws and regu lations.
