Romanian Abstract: Un fenomen cu un impact puternic asupra pieţelor petroliere internaţionale l-aconstituit declinul sever al preţurilor principalelor ţiţeiuri de referinţa din comerţul internaţional(Brent si WTI), de la 105,7 $/baril, in iunie 2014, la 36 $/baril, in decembrie 2015.Comparativ cu episoadele anterioare de declin, din ultimii treizeci de ani, scaderea recenta apreţurilor poate fi calificata drept un eveniment mai puţin obisnuit, prin amploare, durata, dar maiales prin efecte. „Driverii responsabili de recentul declin al preţurilor ţiţeiului in comparaţie cuepisoadele anterioare indica o predominanţa a factorilor care ţin de latura ofertei, cu similitudiniimportante cu episodul 1985-1986. Ambele episoade au urmat unor perioade de preţuri ridicate alepetrolului si de expansiune rapida a producţiei de ţiţei non-OPEC in Alaska, Marea Nordului, Mexicsi SUA - sisturi bituminoase, nisipuri asfaltice canadiene si biocombustibili. De asemenea,in ambeleperioade de crah al preţurilor, OPEC si-a schimbat obiectivele sale strategice, trecând de la opolitica de susţinere a preţului ţiţeiului (prin comprimarea ofertei) la una de susţinere a cotei de piaţa(prin maximizarea ofertei). Au existat mai multe recesiuni cauzate de cresterea preţurilor ţiţeiului:1973-1975, 1980-1981 si 1990-1991, perioade in care preţul ţiţeiului a scazut, in cele din urma,pentru ca cererea s-a prabusit. Acum, când preţurile coboara, se vehiculeaza, in mod paradoxalaceeasi temere de recesiune, desi condiţiile difera. Daca s-ar produce, aceasta ar fi cea maineobisnuita recesiune, prima cauzata vreodata de scaderea preţurilor ţiţeiului.English Abstract: A phenomenon with a strong impact on international oil markets was the sharp decline of the main international benchmark prices for international trade (Brent and WTI), from $ 105.7 $/barrel in June 2014, to $ 36 /barrel in December 2015. Compared with previous episodes of decline, from the last three decades, the recent decline of prices can be described, by its magnitude, duration, and effects, as an unusual event. The main drivers responsible for the recent decline in oil prices compared to previous episodes indicate a predominance of factors related to the supply side, with important similarities with the 1985-1986 episode. Both episodes occured after periods of high oil prices and rapid expansion of non- OPEC oil production in Alaska, the North Sea, Mexico, US (oil shale, tar sands and Canadian bio fuels). Also in both periods of the price crash, OPEC changed its strategic objectives, moving from a policy of supporting the oil price (by reducing the offer) to a new one favouring the market share (by maximizing supply). There were some recessions caused by high oil prices: 1973-1975, 1980-1981 and 1990-1991, when the oil price declined because demand has collapsed. Now, when prices go down, it is invoked, paradoxically, the same fear of recession, though conditions are different. If it occurs, it would be the most unusual recession - the first ever caused by a decline in oil prices.
