En diciembre de 2011, bajo el liderazgo del presidente venezolano Hugo Chavez, nacio la Comunidad de Estados Latinoamericanos y Caribenos (CELAC) que agrupa los 33 paises del continente, con la excepcion de Estados Unidos y Canada. El objetivo, claramente expresado, era emanciparse de la coaccion de la Organizacion de Estados Americanos, “Ministerio de las Colonias de Estados Unidos”, para retomar la famosa expresion del canciller cubano Raul Roa, entidad historicamente bajo la influencia de Washington y desprestigiada por su alineamiento recurrente con la politica del poderoso vecino. La diversidad ideologica caracteriza esta nueva entidad con vocacion integradora. Los gobiernos progresistas como los de Cuba, Bolivia, Ecuador o Venezuela se mezclan con regimenes mas conservadores presentes en Colombia, Mexico u Honduras. No obstante, la voluntad de emanciparse de la tutela estadounidense y de reivindicar una nueva independencia cimienta esta alianza. ?De que modo el nacimiento de la CELAC pone en tela de juicio la hegemonia estadounidense sobre el continente latinoamericano? ?Como este organismo nuevo se ha convertido en actor ineludible en la escena internacional? Tres ejes estructuraran esta reflexion. En un primer tiempo convendra recordar la genesis de este proceso y el papel fundamental del presidente Hugo Chavez, principal artifice de la integracion latinoamericana. Luego habra que dar una atencion particular a la voluntad de desmarcarse de la Organizacion de Estados Americanos y de la tutela estadounidense. Finalmente sera oportuno arrojar luz sobre las iniciativas emblematicas que tomo la CELAC desde su creacion.
